A Certificate of Entitlement is the right to own and use a vehicle in Singapore for a set period, usually ten years. Because the number of vehicles is controlled, you must bid for a COE in a category through regular open bidding exercises, and the winning price, known as the quota premium, changes with demand and available quota. The COE cost is a major part of buying a car here and can be very high. When it expires you must renew it or deregister the vehicle. Categories, bidding rules and quotas are subject to the latest rules.
